Objects: Mandate, AuthorizedIntent, Proposal, Attestation, ApprovalBundle, ExecutionReceipt. Binding pins intent, proposal, policy, trust set, executor, nonce, expiry.

Default policy: Proposer.PREPARED AND Semantic.PASS AND Safety.PASS. Distinct operators when the policy requires them.
